He held Yale University's Sterling professorship in English. Cincinnati police chief, six officers indicted CINCINNATI (P) Lt. Col. Myron Leistler took over as acting chief of today following the indictments of Police Chief Carl Goodin and six policemen. Leistler, who had been chief of the department's internal investigations section, was named Thursday night by Safety Director Richard Castellini as "a straight shooter who can rally the morale of the department." GOODIN VOWED to fight the nine counts returned against him by a special Hamilton County grand jury that could mean up to 10 years in jail and fines of more than 000 if convicted.

Newly-elected Mayor Bobbie Sterne urged the public to remember the officers are considered innocent until proven guilty. But the city's first elected woman mayor said she was "appalled." Goodin, and the other officers, were suspended immediately by City Manager William Donaldson. Goodin, who said he was "shocked," had denied any wrongdoing. The court accepted an appeal by Democratic lawmakers who are attempting to overturn lower court decisions against them. The lower courts held that the bills were improperly enacted and could not become law. The supreme court's decision means only that the court will hear the appeal.

A final decision on the merits of the case will not be made until both written and oral arguments are considered by the court. THE CASE goes back to the beginning of this year when the newly-elected Democratic General Assembly approved six bills in the week before James Rhodes was sworn in as governor. The Democrats, fearing that the then-Republican lieutenant governor would delay signing the bills a step which is usually taken before bills are sent to the governor for his approval sent the six bills directly to Gov. John Gilligan. The Republicans have contended that without the lieutenant governor's signature the bills do not meet constitutional standards for passage.

Democrats maintain that the lieutenant governor's signature is a mere formality and is not a requirement for a bill's validity.
