LOUIS Federal Jury Returns Guilty Verdict Against Herrin, Ill. Officials SENTENCE DATE FEB. 23 UTILITIES BUREAU BLAMED FOR CRASH Coroner Makes Formal Report On Fatal Collision At Bellevue Crossing NORWALK, Feb. 15. (INS)The Ohio utilities commission was held primarily responsible for the bus collision at Bellevue, Jan.

22, in which 19 persons were killed, in the report of Coroner C. L. Bell of Huron county, here today, The Lake Shore Electric Co. was held secondarily respousible, while the bus driver and the motorman who figured in the crash are absolved of blame. Coroner Bell said that after the accident the commission lost no time in ordering flash signals placed at the crossing and directing that the speed of electric cars be reduced to 10 miles an hour at that and other dangerous intersections.

The coroner asserts that if the commission had the right to order these changes after the tragedy it had the same right before and was therefore negligent. Public Welfare Ignored The report declares that the Lake Shore while not under orders to install signals or reduce speed at the crossing, would have made the changes without orders, had it had public welfare at heart. Referring to Edward Butler, Cleveland, driver of the bus, Coroner Bell said he was "overcautious." Bell asserted Butler stopped his bus 150 feet from the tracks, walked to the intersection and then returned to the bus. The coroner holds that 'if the bus had been driven to within a few feet of the tracks the driver could have driven across without accident. Hold Lombardi Rites At Catholic Church Mrs.
