Nor does the demand for the termination of the contract system propose to keep the convicts in idleness. If the Legislature does not treat this important question in a serious way, it may find it turning up in the election in a way that will be serious. s.

R. k. The Cleveland Leader very properly corrects the Herald for incorrectly stating that the first Constitution amendment proposition "does not authorize the issue of licenses." The Leader says with accuracy: The fact is that the Erst proposition provides for license. It repeals the license inhibition and gives the Legislature authority to regulate the traffic so as to provide against the evils resulting therefrom. If it in deemed that license will regulate the traffic a license system can ba enacted.
